For the shopping center are there any places in which you can buy food to cook or can you only buy already cooked food?

Yes. Any type of store imaginable is in the shopping center. Like the library, it is bigger inside than it looks from the outside do to the islands habit of manipulating space.

Ah, ok, thanks. (: Ah, another question regarding the last; do the stores have someone in charge already or are they just vacant?

Some of them have NPCs in charge and some of them don't. We'll have an NPC list shortly and we'll decide which stores and such they're in charge of. But for the most part they're vacant.
