What happens if my parents what to come and visit me for a few days?

As a non-driver, this is the main one that concerns me. Fair credit to the Council - Whatever other problems there might be with the scheme, they have at least thought of this. Residents can buy temporary one-day permits in advance for less than the pay & display fees.

Actually, I quite like the idea of applying for permits and selling them on to the neighbours... for a small price ;o)

You can't, you have to have proof that the vehicle is registered at that address.

So that would scupper the idea of giving my parents my (unused) permit when they come to visit?

If it is like the other schemes then the reg number is printed on the permit.

Apparently you can buy a book of guest permits. Needed for when tradesmen come round.
