Efficiency is used when the two measurements have the same units: getting 20 mW of optical power out of 100 mW of electrical power has a 20% efficiency.

Efficacy is used when the two measurements have different units: getting 520 candela of luminous intensity out of 100 mW of electrical power has an efficacy of 5.2 cd/mW.
