I made my picture to be 300x300. Take your picture and crop it to your liking. I then took mine and sharpened it to 40. I then smoothed her face out and sharpened her eyes with the Tear Drop tool.
I duplicated it to Screen, opacity at 40 (your opacity will depend on the brightness of your picture).
Duplicate your base once more and bring it to the top. Next I blurred that layer (Filters: Blur: Gaussian Blur):
Blur Method: IIR
Blur Radius: Horizontal: 6.0
Vertical: 6.0
Set that layer at Soft Light, opacity at 100.
Merge.



Now I used a Color Balance because the red was a bit overpowering:

~COLOR BALANCE~
Midtones: -100, -32, 0
(preserve luminosity on)

(for those who don't have CB:
~LEVELS~
--Value--
Input: 15, 1, 255
Output: 25, 255
--Red--
Input: 30, 1, 255
Output: 5, 240
--Green--
Input: 25, 1.35, 255
Output: 25, 235
--Blue--
Input: 15, 1.20, 255
Output: 25, 255
(that is the closest I could come up with, sorry!)



I took my base and duplicated it and sharpened it, setting the opacity at 40. That's totally optional and depends on what you prefer.
Make two new layers
First layer: #afe7f5 at Soft Light, 40.
Second layer: #fbe9cf at Soft Light, 40.
Duplicate that layer to Multiply, 100.
#a6d2f4 at Burn, 100.
Again, optional: I added the text "Bonnie Wright" using the font Dyspepsia. :)

I made my banner to be 530x200. I used this picture of Anakin and Padme:


Crop your picture anyway you like. As usual, I sharpened my base to 40.
Duplicated the base twice and set the first duplicate at Screen, 50.
For the second duplicate, i set it at Soft Light, 100.
Merge all the layers.
Did a Color Balance:

~COLOR BALANCE~
Midtones: -100, 0, 0
(preserve luminosity on)

(for those who don't have CB:
~LEVELS~
--Value--
Input: 15, 1.10, 200
Output: 35, 235
--Red--
Input: 50, 1, 255
Output: 0, 235
--Green--
Input: 50, 1, 245)



I then used the Channel Mixer to heighten the colors a bit:

~CHANNEL MIXER~
Red: 169, -60, 0
Green: 0, 100, 0
Blue: -60, 60, 100
(preserve luminosity on)

Did a Hue+Saturation just a bit with upping the Saturation. Depends on what your picture is like.
I duplicated the base and set it at Screen, 60.



I added this texture, by (??), and set it at Soft Light, 50.



Ok, make three new layers:
First layer: added the color #fdd3fa and set it at Soft Light, 50.
Second layer: #b9f9bd at Soft Light, 50.
Third layer: #0d043a at Exclusion (screen, screen, subtract for GIMPers), 50.
Looks quite ugly right now, huh? :P



Almost there! I added this texture, by colortone, and set it at Multiply, 100.



Duplicate your base and bring it all the way to the top. Whew!
Set it at Soft Light, 40.
I duplicated that layer and made it really blue. Do what you can, with color layers, Levels, Curves, ect. Then set that layer at Soft Light, 60.
Duplicate it and set it at Lighten Only, 30.
I made another layer and added a scratchy texture, setting it at Screen and then one last color layer:
#fdd3fa at Burn, 50.
Added a brush by sanami276 and used the font called Nasty.
