When I did this picture, I was looking to have a greenish look to it. :) I started by using this picture of Padme:



I was making a banner, so I made it into a 300x300. I sharpened my base to 40 and then went over her skin with the Tear Drop tool and sharpened her eyes and lips.
Duplicate the base twice. Set the first one to Screen, opacity 40.
For the second, set it to Soft Light 100. Now, what I did with this layer, I went and blurred it up to 0.6 in Gaussian Blur. Gives it a cool glow to the picture. xD

Go to Copy Visible then go to Edit > Paste (or just Ctrl-v) and in the Layers pallette there should now be an exact copy of your icon.
I used Color Balance on this layer using these settings:
Midtones:
Cyan: -100, Magenta: -20, Yellow: 0
Then I did Hue+Saturation, master saturation at 40. That gives her some more color.
Duplicate the base and bring it to the top. I did Color Balance on this layer using these settings:
Midtones:
Cyan: -100, Magenta: 32, Yellow: 100
I set that layer to Color, 40. I duplicated that layer and I upped the Hue+Saturation, master saturation at 100. Set that layer Multiply, 30.



Make two new layers. Put the color #6db9f3 for the first and set it to Soft Light, 100 (depends on your picture).
For the second layer, add the color #fbe9cf and set it to Soft Light, 100 (depends on your picture).
Duplicate your base and bring it to the top. I wanted more blue, so, for this layer I used Curves.
Layer: Color: Curves
Go to Blue and here are my settings:
Blue:
x43 y232
Set the layer to Color, 10.



I added this texture by kekoah and put it to Multiply, 100.



Next I took the first color balanced layer, duplicated that and brought it to the top. I set it to Soft Light, 100.
Duplicate the texture layer and bring it to the top, setting it to Burn, 70. Now, you can stop there, but I like the blue color to be a bit more strong so I added another layer and put the color #a6d2f4 and set it to Burn, 50.



I merged all the layers and did a neat coloring trick that I picked up somewhere:
~COLOR BALANCE~
Midtones:
Cyan: -32, Magenta: -10, Yellow: -20
And that's it! Now add your text or whatever! :D
