Ok, I started with this picture:
Then I cropped as so. I sharpened the picture and smoothed her skin. I made a new layer and painted over Hermione's lips with the color #bd182b, setting it to Color, 100. That was to make her lips stand out. ^_^
Make a new layer and brush over the yellow part of the tie with the color #ffd000, and then over the red part of the tie with #ff0000; set that to Color, 100.
Duplicate that layer twice. That makes the tie stand out too.
Merge the layers.
Duplicate that layer twice and set them both to Screen, 100.
Make three new layers and add the color #81cbf2 to the first layer setting it to Burn, 100.
For the next layer, put the color #001464 in and set it to Screen, 100.
Duplicate that layer and set it to Subtract, 60.
The last layer, put #a4f8e7 and set it to Burn, 100.
Duplicate the base layer, bring it to the top, desaturate it and set it to Soft Light, 100.
For the last layer, add the color #d08cca in and set it to Burn, 60.
I added a soft glow to give it a slight glowish look.
Filters: Artistic: Softglow
