When I was younger I would buy his OVA stuff based on the cover and then be disappointed with the actual product. Yeah, his product has always been fanservice heavy, but something was always off. It's easier to create artificial shortage and exploit that: a lot of Japanese DVDs are "sold out" in few months so otaku are forced to buy DVDs fast while they are still available; box is included "for free" in first batch of DVDs and there are no way to buy it later (OK, you can buy it is specialized shops, but there are no guarantee); priced-down reissues are rarity thus otaku are not tempted to wait for it, etc.
And one more thing: japanese houses are tiny - there are quite literally no space to keep huge DVD collections. Most DVDs are rented, viewed just once and then returned. But if you rent DVD you'll get only DVD: no comix, no box, etc. Everything included on DVD can be viewed on rental DVD as well, but addons to DVD will be only available if you'll buy it! Thus it's makes perfect sense to add "free" things to DVD and not on DVD: mini-comix, action figure, design sketches (on paper), box, etc. And this also means $50-$70 per DVD is OK price: if noone will buy huge number of DVDs no matter what and if then it makes perfect sense to sell small amount of very expensive DVDs.
