Failed State
So for some reason I always thought that the term "fillibuster" meant that if a certain percent of congressman were against something then it could be blocked. basically that there had to be more than just a 51 percent margin. That was the impression I got at least. It's not what it is. Its when the minority party gets up and drones on and on for days so that nothing can get done. That's literally an acceptable tactic and they did it decades before when the civil rights act was going to be passed. One guy was up there for over 20 hours straight and it was only broken up cuz he had to go to the bathroom. They did this for over 50 days. WTF doesn't even begin to describe it. I still don't understand why people think we need them.
