Body and Appearance
1. Describe the character's height and build. Is he heavyset, thin, short, rangy?
Barney is of average height and build. He doesn't have a whole lot of muscle, but isn't incredibly thin.
2. How old is he?
Barney is somewhere in his late twenties, though an actual age is never properly given.
3. Describe his posture. Does he carry himself well or does he slouch?
Barney is always sitting up straight, holding himself with pride, or ego. Whatever you want to call it.
4. How is his health? Is he fit or out of shape? Any illnesses or conditions? Any physical disabilities?
From the looks of it, Barney is usually in pretty good health. How much in shape he is is debatable, as he was able to run a marathon without training and not be too tired, but at the same time, was exhausted after chasing a taxi to the hospital.
No real illnesses or disabilities, but it has been suggested that he possesses symptoms of ADHD.
5. How does he move? Is he clumsy, graceful, tense, fluid?
Barney moves with a good amount of grace. He is very smooth in his movements, unless something distracts him or catches him off guard.
6. How attractive is this character physically? How does he perceive himself in the mirror?
Barney is pretty attractive, if you ask most people. He perceives himself as an incredibly handsome man with roguish good looks that can catch him any girl he wants. His smile is probably his best feature.
7. Describe his complexion. Dark, light, clear, scarred?
A light complexion that he keeps clear. He's quite aware of his looks.
8. Describe his hair: color, texture, style.
Barney has blond hair that looks rather fair, but at some point is probably sticky with gel.
9. What color are his eyes?
Blue

Not really.
11. What are his chief tension centers?
Probably his neck?
12. What is the character's wardrobe like? Casual, dressy, utilitarian? Bright colors, pastels, neutrals? Is it varied, or does he have six of the same suit?
Suits. A variety of business suits. Of all different colours, though usually greys and browns, unless it's a holiday. The Suit is very important and it's rare that you will see Barney out of one.
13. Do his clothes fit well? Does he seem comfortable in them?
Of course they do. They're usually tailor made. He's always comfortable in them.
14. Does he dress the same on the job as he does in his free time? If not, what are the differences?
Yup.
15. You knew it was coming: Boxers, briefs or commando?
I think he may actually be the type that wears boxers.
Speech
1. What does this character's voice sound like? High-pitched, deep, hoarse?
Not incredibly high pitched but on the upper end of the register. Very even sounding and he's good at enunciating.
2. How does he normally speak? Loud, soft, fast, evenly? Does he talk easily, or does he hesitate?
Loud, fairly fast talker. He talks easily and chat with pretty much anyone.
3. Does the character have a distinct accent or dialect? Any individual quirks of pronunciation? Any, like, you know, verbal tics?
Not really.
4. What language/s does he speak, and with how much fluency?
English is his main language. He also appears able to speak Korean and several other Asian languages with some proficiency.
5. Does he switch languages or dialects in certain situations?
Yes. Usually during work related situations.
6. Is he a good impromptu speaker, or does he have to think about his words?
Great impromptu speaker coming up with things off the top of his head.
7. Is he eloquent or inarticulate? Under what circumstances might this change?
Incredibly eloquent, but faced with someone bigger than him...yeah.
Mental and Emotional
1. How intelligent is this character? Is he book-smart or street-smart?
Barney's pretty smart, but probably more street-smart than book-smart since he's from New York. He's good at making stuff up though.
2. Does he think on his feet, or does he need time to deliberate?
Thinks on his feet. There's no need to wait before acting.
3. Describe the character's thought process. Is he more logical, or more intuitive? Idealistic or practical?
Barney acts on instinct. When he sees something he wants, he goes for it. He just sort of acts and then waits for the consequences to catch up.
4. What kind of education has the character had?
Unknown. I assume he's had at least a high school education, but anything beyond that is a possibility.
5. What are his areas of expertise? What, if anything, is he interested in learning more about?
Being a Bro and all facets of it. How to pick up Chicks, how to be a good wingman.
6. Is he an introvert or an extrovert?
Extrovert to the highest order!
7. Describe the character's temperament. Is he even-tempered or does he have mood swings? Cheerful or melancholy? Laid-back or driven?
Barney is usually almost always laid-back and optimistic. Unless something is really bugging him, he's in a good mood and happy to talk.
8. How does he respond to new people or situations? Is he suspicious, relaxed, timid, enthusiastic?
Normally he's enthusiastic, but if it's something way out of his element, he's not to happy.
9. Is he more likely to act, or to react?
He's Act.
10. Which is his default: fight or flight?
Flight. We have a lover here, not a fighter.
11. Describe the character's sense of humor. Does he appreciate jokes? Puns? Gallows humor? Bathroom humor? Pranks?
Barney has a good sense of humour, appreciating anything from dumb jokes to any kind of sexual humour. Pranks are good to, as are magic tricks.
12. Does the character have any diagnosable mental disorders? If yes, how does he deal with them?
It has been suggested that Barney has symptoms of ADHD, but I don't believe it has been declared canon. So for him, life goes on as usual.
13. What moments in this character's life have defined him as a person?
The day his girlfriend broke up with him, prompting him to realize what a loser he essentially was, leading to the day he suited up for the first time and didn't look back.
The day he lost his virginity, which enabled his belief in his awesomeness.
The day he met Ted Mosby.
The day he slept with Robin Scherbatsky.
The day he got hit by a bus.
14. What does he fear?
I think Barney's biggest fear is to be without friends, and essentially loneliness.
15. What are his hopes or aspirations?
To sleep with a lot of women.
To get Robin Scherbatsky to be his girlfriend.
16. What is something he doesn't want anyone to find out about him?
That he likes Robin.
Relationships
1. Describe this character's relationship with his parents.
Unknown father, believed to be Bob Barker. Barney has a very one-sided affection for him.
His Mother seemed very negligent. He doesn't seem to talk to her, outside of flashbacks.
2. Does the character have any siblings? What is/was their relationship like?
James, his brother. Barney loves James with all his heart, and James is almost exactly like Barney aside from the fact that he's black and gay.
He also apparently has a sister.
3. Are there other blood relatives to whom he is close? Are there ones he can't stand?
Nope. He did grind with his cousin once.
4. Are there other, unrelated people whom he considers part of his family? What are his relationships with them?
Ted Mosby, Marshall Erikson, Lily Aldrin, and Robin Scherbatsky.
These are Barney's closest friends and he loves them dearly. They are his buddies as much as they are his support system. He is able to talk freely with them about anything.
5. Who is/was the character's best friend? How did they meet?
Ted Mosby. They met at the urinal in MaClaren's, and then Barney decided to teach Ted how to live. They've been best friends ever since.
6. Does he have other close friends?
Yes. Marshall, Lily, and Robin.
7. Does he make friends easily, or does he have trouble getting along with people?
He makes friends really easily.
8. Which does he consider more important: family or friends?
Friends. Families are lame.
9. Is the character single, married, divorced, widowed? Has he been married more than once?
Single. Most definitely single. In fact, Barney married would be just wrong.

Nope.

Nope. And that's a big no.

Probably.

Very much a heterosexual.

Sex is very important to him. He's very open about his sexual activities.

Just about everything should cover it.
Beliefs

Barney's birthdate is never revealed, so his western zodiac is unknown. He was born in 1976 however, making him a Dragon in terms of the Chinese Zodiac. Dragons are narcissists and megalomaniacs. Fits Barney perfectly.
2. Is this character religious, spiritual, both, or neither? How important are these elements in his life?
Neither. Although he has been known to attend church and to pray. God's a pretty good bro, so Barney usually gets lucky.
3. Does this character have a personal code of morals or ethics? If so, how did that begin? What would it take to compromise it?
Yes. The Bro Code. He's made it up but followed it religiously. It doesn't take a whole lot, but he feels extreme guilt should he break the Bro Code.
4. How does he regard beliefs that differ from his? Is he tolerant, intolerant, curious, indifferent?
It doesn't seem to phase him.
5. What prejudices does he hold? Are they irrational or does he have a good reason for them?
Marriage is wrong. Doesn't matter who's getting married, it's wrong. It kills the bachelor lifestyle and Barney loses wingmen and bros.
Daily Life
1. What is the character's financial situation? Is he rich, poor, comfortable, in debt?
Pretty comfortable.
2. What is his social status? Has this changed over time, and if so, how has the change affected him?
He's probably in the high middle class. It's changed from his childhood and probably affects his awesomeness.
3. Where does he live? House, apartment, trailer? Is his home his castle or just a place to crash? What condition is it in? Does he share it with others?
Apartment. His home is his castle and he is very proud of it. It is made very clear that it's a bachelor pad though. It's in good condition and Barney takes very good care of it. No, he does not share. He tried once with Lily. It ended badly.
4. Besides the basic necessities, what does he spend his money on?
Women. Booze. Whatever new invention he can get from Japan that aids in his bachelor lifestyle.
5. What does he do for a living? Is he good at it? Does he enjoy it, or would he rather be doing something else?
Ha, please.
But yeah, he loves his job.
6. What are his interests or hobbies? How does he spend his free time?
Picking up women, drinking, hanging out with his bros.
7. What are his eating habits? Does he skip meals, eat out, drink alcohol, avoid certain foods?
Seems to be cool with anything. His cooking ability is not shown. He drinks a lot.
