Personality:
note while this is 99% anime based, a few details are taken from the manga where they do not contradict (so, character things, not plot) the anime, due to Dominic's minor character status.
Dominic does not appear to be- and in truth is not- very complicated. An extremely serious and by-the-book man, he has achieved the rank of 2nd Lieutenant of the world's army at the age of only twenty. Working directly under Colonel Dewey, he has intelligence training and is used to gathering information- both on his own and under orders- and putting it to good use. He is used to giving orders and will often offer his opinion even when it is unasked for, but is perfectly able to take orders (especially from those he respects) and be a good soldier in all situations. He is incredibly by-the-book, often mentioning laws and paperwork/forms, to the point where he has been mocked for being 'fresh from the academy.'
If all this seems more like a resume than a personality, well, Dominic is just incredibly serious. The military and his job is his life- and we never see him in any other context. Even his side trips are ultimately related to information gathering. He takes life seriously, and it shows. It also leads to him being a bit short with people when frustrated: people and things standing in his way will get yelled at impatiently- or angrily- and Dominic is not above getting a little passive-aggressive and mocking with the people he dislikes. He is however mature enough to humbly apologize- of his own volition- when it's needed. Nor is he entirely unreasonable- his frustration only seems to last until he gets his way (or appears to).
It's implied that he lost his family fairly young, and as a result, he takes the military extremely seriously, seeing them as the best way to protect others from the same fate. While he's not the loud heroic type like Renton is, his believe in the military is nearly absolute, and therefore has his complete loyalty. It is the priority of a soldier to- he thinks- protect others and minimize death/violence as much as possible. Going against this makes him yell, and it takes a very long time before his faith in the military/Dewey (his superior) is shaken: cast aside and ignored, he at the same time discovers a few secrets that Dewey has been keeping from him. Once he realizes he can no longer trust in the military to protect and take care of people, he defects: not when he grows suspicious, not when he is ignored, but when it is undeniable that they are still worth being followed and respected. It is in the manga as well- as he states there, he will form his own opinions and decide what is right, no matter what side he is on. This also shows in his relationship with Anemone: while he is in love with her and wants to protect her and keep her healthy/safe, he also goes over her objections to the drugs and seems to try and ignore the points brought up about her life (that she will either die fighting or be killed for failure by his beloved military). It's not that he doesn't believe in her exactly- it's just that he trusts his superiors to never do such a thing! Of course, he's wrong, and when he discovers this he quickly changes his tune.
He is also incredibly determined, one of those people that once they get started, will never ever stop. In the manga again, this leads directly to his death: already severely injured twice, he goes out and fights in order to personally make sure she and the rest of the world will be saved. Even after being mortally wounded, he presses on until his job is complete before succumbing. In the anime he's a little less dramatic about this: more dogged than relentless. Early in the series he witnesses the power of Renton and Eureka and realizes they are the "greatest enemy" to the military. He then spends several months independently gathering data and information to back this up, presenting it to Dewey to assist him. Dewey… ignores it. Dominic continues to try and get his superior to understand, but fails (for the best, in the end). But it shows his determination: not everyone would go to such lengths to make a case! It also shows again with Anemone, both in his quiet putting her ahead of everything else and protecting her (and trying to win her over, badly), and in the fact that he jumped out of an airship to try and save her. No weapons, no parachute, no anything. But if Anemone is in danger, damn it, he is going to jump out of a plane to save her!
Dominic is, despite his SERIOUSNESS!!, a nice guy. This is first and primarily displayed with Anemone, who, aside from being the girl he loves is also his charge to protect. Despite her abuse, screaming, and tantrums, he is unfailingly gentle with her and worried about her, wanting what is best for her. While he often seems to just give in to her outwardly stronger personality, he isn't an entire pushover- he can be firm with her, if quietly, usually when giving her medicine is involved, and will drag her around against her protests if it's something important. He is also generally friendly to others, even his 'enemy,' Renton, who- after a mutually rough start- he smilingly (and belatedly) introduces himself to, even when Renton does not. He also is adverse to violence when it can be avoided, urging caution and retreat in military operations. While he is quick to point his gun at Renton, he is even quicker to lower it and put it away when Renton doesn't charge him (that said, he does enjoy waving that gun around as a threat). And while somewhat prone in the manga to calling Renton's noble heroics stupid… he usually turns around and does the exact same thing the next minute/panel. He's kind of a practical naive idealist- using his serious/businesslike front as a means to uphold shining ideals of justice and day-saving.
While Dominic doesn't exactly lighten up, he does have his sillier side. He is a notoriously awful map-reader and follower of directions, thinking that west is "right" and getting totally confused when told to go "north, or up" on a map. How does one go up?? He is hilariously unobservant at times, not realizing Renton had stolen several things from his bike until told by Renton, and forgetting twice that he had lost his gun. He can be pretty awkward socially- after jumping out of a plane and meeting Anemone in freefall, his first words are "Uhm, so, long time no see!", and he's prone to stammering awkwardness at times, and was once even moved to tears by someone's friendliness! For all his usual dogged seriousness… he's kind of a massive failure when put on the spot.
Strengths/Weaknesses:
While somewhat lacking in field experience, Dominic is a trained and high ranking soldier. He can follow and give orders, make decisions, and fight if he must. As an intelligence officer, he is specifically used to conducting his own investigations and even doing some spy-type work. His serious nature makes him good at following instructions and getting the job done quickly and efficiently. As mentioned before, he's very dogged when he's doing something, and can cross straight into determinator when Anemone is involved.
On the other hand, Dominic is a bit short tempered/easy to annoy, and can get petty and even mildly sarcastic at times. He's a bit better at talking-the-talk than walking-the-walk when it comes to his military background (sticking to the PR line over actually shooting people), and is fairly easy to fluster and put on the spot; he is just a little bit of a social failure, seemingly unused to having personal relationships outside of the job. Or on the job.
Also, he can both get lost anywhere, anytime, and happily deal with months of abuse from crazed drug addicts. Not sure if those are strengths or weaknesses, but they're something. Dominic is also pointed out in-series to be pretty damn unfashionable (to his surprise), and he also enjoys riding his moterbike when Renton's family isn't messing around with the engine. Plus he is extremely good at wearing hats!

( An audible sigh. ) Yes. Well. While I appreciated the meal and her kindness in adopting someone such as myself without even knowing who I am, I suspect this may be some sort of ill-timed covert training, really annoying training and as such I must object! I have far more important things I need to-
( THUD: Psyduck runs around, Dominic trips over it… and falls flat on his face. his voice is now a bit muffled from the dirt he is planted in. )
Why the hell is this happening now!?
Third Person Sample:With nothing else to do, really, Dominic tried and failed to shake off the duck following him and sat down to eat his mother's packed lunch. No. Not his mother's. That woman's packed lunch, he corrected mentally, frowning- but his face softened at the memory of her goodbye, the smile as she handed him the box and wished him the best of luck on his journey. I'll be cheering you on!
…He shook his head quickly, trying to shake away the memory of her kindness. Because she was not his mother, and nothing she had said had actually made any sense. It would not do to be distracted, Dominic reminded himself, taking the first bite of rice- oh, it was delicious- No! He could not linger on the lovingly packed food, either! He was eating merely for sustenance, to gain the strength he needed to quickly finish this mission so that he could continue to Warsaw! For Anemone!
Suddenly overcome with determination, he wolfed down the rest of the meal, rice and other bits flying everywhere. The duck, who had been staring at him this entire time in between mournful psys, picked up a few scraps itself. Anemone needed him! Every moment he spent not in Warsaw- that was a moment she would be in pain, in danger- Dammit! Was this all some kind of joke? Of all the times for a training mission! He gulped down the included can of juice- also tasty- and shouldered the pack given to him, quickly checking the communications device for a message from his superiors or some other hint that this was some massive prank. All he got was a mechanical voice: Psyduck. A duck pokémon. Known- He shut the thing with a snap, cleaning up his lunchbox and licking his fingers as he did. As delicious as his mother's cooking was, he had a job to do.
