I don't recall there being an officer stationed in New Bark but I'm sure there are a couple of them stationed in Cherrygrove or Violet City.

Cherrygrove is the next town over. And Violet City is the town after that. From New Bark it'd take you about three days to get to Cherrygrove. And from there it'd take you about a week to get to Violet City.
