Timeline: 70s with modern (and futuristic) technology knowledge (should be noted, my Fujiko has a lot of manga, Green jacket, Red jacket, and all of the Miyazaki episodes & Cagliostro. On the discrepancies between writers this causes I usually prioritize Monkey Punch first, Miyazaki 2nd, green and red jacket 3rd and everything else for when the others fail).

Personality:
A femme fatalle to the utmost, Fujiko Mine is meant to vaguely represent the ultimately dangerous woman. She's dabbled in a little bit of everything including the mafia, elite thievery, spying, and even assassination. In the green jacket opening, she's called an enigma and it's warned that you can never be sure what side she's playing on. She'll team with anyone who she thinks will help her to turn a profit -- Lupin and his fellow thieves, the Interpol detective Zenigata, and even psychos trying to take over the world -- though she also has a tendency to side with anyone she considers an underdog. Her motives are frequently wrapped in an aura of mirrors to bend and twist perceptions; her actions often appear highly irrational; and her reasoning tends to be circularly motivated, one desire leading to another, which leads right back to the first.
At the heart, Fujiko is a conwoman and she never says or does anything without an angle. She's most dangerous when she's being nice because it means she wants something. When she's being mean she's usually having an animalistic reaction to feeling threatened and trying to make enemies back off. Likewise, if she can pretend to be stronger than she is to make someone back off, she will do so. However, if Fujiko can manipulate someone else into protecting her by pretending to be weak, frail, and useless she'll do it in a heartbeat -- whichever angle works best. Even on the rare occasion she appears to be doing something for the whimsy of it, there are often strings or ulterior motives attached. Fujiko plots on twelve different levels at once sometimes, constantly creating backup plans and castles of cards in case something falls through (as it inevitably does). This often lets her get away relatively unscathed and with at least some loot, but it also leaves her jaded and paranoid, always convinced another domino will fall and that she has to keep building up more complex pathways for them to follow in order to protect herself.
The classic paranoid thief, Fujiko goes to extreme and oftentimes ludicrous and arbitrarily dangerous (or even just stupid) means to feel safe. Fujiko's actions are extremely ironic and contradictory to what she actually wants. She's very strong to begin with, but her fear that she will never be as strong as she needs to be, and the fact that she never feels safe, leads her to far more reckless and dangerous behaviour that brings more problems than simply being "weak" ever would. This makes her extremely greedy; she believes that if she gets whatever she wants (money, tools, back-up plans, etc.) then she'll have it when she needs it. Fujiko tries to store up things she thinks will make her feel safer, such as traps, weapons, money, power, but it never truly works. The money she stockpiles makes her worry more about losing it, so she tries to invest it in get rich quick schemes (that just take her money and run), and the weapons she tries to get (such as Goemon's sword Zantetsuken) just draw the attention of other powerful people who want to use it themselves.
Fujiko has a lot of weaknesses that she tries to make up for or cover up entirely. In spite of her many paranoid fears (see weaknesses), she strives to always protect herself and make up for it; or at the minimum, she manages to continue on in spite of the fears. She runs where angels would fear to tread, and is a big believer in the motto that "bad girls go everywhere." Even though she's very scared of dying, she can be extremely reckless when it comes to exploring, extreme sports, or just wanting to do something for the experience of it. Some of this comes from bravado (refusing to admit she's scared except when she can pretend she's only pretending to be scared to get something from it) and the rest of it comes from the idea that life isn't worth living if you can't feel really alive. Fujiko can actually be very sweet at her core, skittish and surprisingly protective of animals and kids. Though she's scared of letting anyone close she can get very close to animals. She's most revealing of her softer side when she's singing, which is frequently when she stops plotting (also why she doesn't often sing openly or follow a career in it) but because of this she often only does it in private or around animals. She has extremely cute moments naturally, often when she goofs up or has to ask for help.
Strengths/Weaknesses: Fujiko is good with animals, having a natural empathy for them. She's a master thief, assassin, and secret agent, amazing at ferreting out secrets and an expert at using her feminine charm to get what she wants. Her skill with driving any vehicle and shooting guns is rivaled only by Lupin and Jigen in her world and they're both considered the world's best. She's highly skilled at martial arts and even to some degree, swords, as well as setting traps everywhere including upon her person. However, all of this is an attempt to compensate her intense fears and paranoia. To list her fears would actually be longer than the things she's not afraid of. Because of this, she's very guarded and often tries to betray anyone she thinks is going to double-cross her first. Ironically, despite being highly intelligent, Fujiko is disturbingly gullible and an even more horrible judge of character. This is what leads her to be suspicious (not the other way around), but due to Fujiko's natural curiosity and desire to protect/help the underdogs, she winds up trying again and often choosing abysmal sides (though sometimes it's just a plot). This is where the majority of her money goes -- she gets scammed out of it by other con jobs. Fujiko will protect animals, Lupin, and kids she takes a liking to (many kids con her over the course of the series and she'll still protect them, but a lot of them get bitched at and resented by her) even at the expense of herself. She has an extreme need for speed which can be both helpful and a weakness, and she constantly feels the need to be on the move lest she get caught.
She's very talented at disguises and lies; and likewise figuring out many other people's -- but in so doing there is a bit of yin and yang. The more she's able to discern someone's disguises and lies, the more they are able to do the same back to her. She's actually capable of high level rocket science, chemistry, and finances, extremely crafty and able to rig up hang gliders, hot air balloons, or bear traps out of very few substances. However, as mentioned, she's very foolish and tends to think the worst of people, that they're always out to use each other, and when she doesn't suspect it as highly (or thinks she can handle it anyway) that's when they usually are. As a femme fatale, she's often got the curiosity that killed the cat (complete with ferreting out world government secrets they want to have her killed for learning) and she recklessly runs where even Lupin has trouble keeping her safe. She can be very whimsical and petty, and despite all her cuteness, she's completely controlled by her emotions and a virtual slave to them -- even though she tries to act rationally and cunning in order to keep up with men. She is very used to being groped, ogled, and all the rest and generally just uses this as justification and means to rob men blind. However, should anyone -- even Lupin -- attempt to go too far, she has several traps hidden under her clothes that she's ready to spring at a moment's notice.

It's a cat?! I know it says meowth, but it's still a cat! Why name it something else? Che. What's this nickname thing about? What's the point of making it official? What if I want a secret nickname? [Stomps her high-heeled black boot.] This place isn't fair. It doesn't make sense! They took my guns! [Cute pout and a woe is me, please help look at the camera.] I just don't feel safe anymore. I can't ask this cute cat to battle after all. [Twirls a finger in the meowth's fur, managing to look cute and flirty in spite of it all, and sighs dramatically.] Ahhh, what's a poor girl to do?
Third Person Sample:
Fujiko climbed to the top of the trees around the lake. It was pretty scenic up here, but something of a pain to get to. All those repel potions smelled awful (and still no means of tracking down any Chanel Number 5 perfume! What would she do if Lupin saw her like this?! That wolf...) and she wasn't even allowed to fight for her cat! This place made no sense, and Fujiko had been in some pretty surreal situations before. Being strong-armed into a thief organization was hardly new to the woman, but she sure wasn't comfortable with the idea. She didn't know anything about these Team Rocket idiots. And the plan to steal other people's pets? That went beyond low. The sort of criminals Fujiko didn't sort with, and sure as hell not since Poon. She fumbled through her tight fitting black jacket to find a cigarette and light it.
She only ever seemed to smoke around him and Jigen or just missing him. "Damn it Lupin," she pouted to herself, petting her kitty so she could listen to the purrs, "I won't beg." Yet. But from the sounds of it, these Rocket guys were shady take-over-the-world types she and Lupin couldn't stand. Normally it'd just be easier to kill them all, but without her guns, Fujiko truly was scared. She knew she was more than just her firepower, but without it she felt more naked than clothes could ever protect her from. And martial arts weren't any good against the little pocket pet monsters. Only thing to do was what Fujiko did best and infiltrate the Rockets from the inside out. Without Lupin's help -- or so she sternly reminded herself. He just messed everything up and got in the way anyway. The minute he came around everything exploded and went to hell. Still, she'd be lying to herself if she couldn't call it fun.
What was the plan with these monsters involved. Strong ones to create an army perhaps? But those poor magikarp didn't look so much ferocious as begging to be put out of their misery. She lazily watched the lake of Rage wondering at the name. Is seemed peaceful, bordering on dull to her. Didn't make much sense that it would be named that. Was there something lurking underneath? Maybe if she took a long dive. She felt a small pang in her stomach. It reminded her Nessie. Would there be monsters here who loved singing just like at Loch Ness? "Mother, Father, please believe me, every word is true. I just glimpsed a beast or two back s'through the morning dew..." she sang to her cat -- meowth and sighed. Cats didn't like the water. And if this place had shown her anything, it was that she would need a strong water pokemon to swim down there. A lot to learn then. Good thing Fujiko was a quick study when her curiosity was piqued. And if anyone thought they could purposely harm beautiful and rare animals in front of Fujiko and get away with it, they would learn otherwise before they could tie her up like Dr. Oz had. ... Even if she did have to employ Lupin's help again. At least he worked cheaply on the promise of kisses rarely delivered.
