As far as I can gather, he wants us to:
a.) write an outline for change within the political frame we choose
b.) define that particular frame
c.) follow the outline and explain how we would enact our political changes (with references, but only from the books)
e.) talk about things that don't include education, media (information) and "time" (whatever that means)
f.) don't ignore the role of parties within the political system
g.) talk about who it will affect
h.) talk about how it would affect me personally
i.) don't talk about the things that I dislike
j.) talk about the problems the system would probably encounter and how they would be overcome
k.) pull issues from the "shopping-list".

So. Basically. I need to draft a plan for reforming the country into my vision of 'democracy'.
