Staten Island is the most conservative of the five boroughs. Its makeup consists of mostly white people and cops. If a DA brings an indictment against a cop he's shooting himself in the foot because he is elected by his constituency. If he throws it to a grand jury he absolves himself of the responsibility and blames it on 23 people whether the cop is indicted or not. The makeup of the grand jury comes from the same borough.
