I don't think they are talking about what we view as standard BC: condoms, pills, IUD, the patch, depo, etc... I think this is being misread and many people are freaking out that all BC will be affected.
Not that this proposal isn't a bad thing; of course I think it's a bad thing, but I do agree that the PP headline is misleading.
I think they are talking more about the administration of Plan B or similar emergency contraception meds which are taken after unprotected sex to stop a fertilized egg from implanting which might fit under the broader definition of abortion held by some people ( as opposed to people who consider abortion only possible after an egg has implanted in the uterine lining).
Interestingly enough, they do include sterilization in the proposal as tantamount to abortion, which leads me to wonder if vascetomies will be included under this umbrella as well. People don't seem to get so up in arms about them and, strangely enough, there is a huge trend right now in young (30's) men getting snipped so they don't have to use protection...
