Conditional:
I wish to delve into the delusional aspect of the Little Sisters. Though once a little girl, Cindy, like all other Little Sisters, underwent major physical and mental conditioning in order to make 'gathering' more appealing. This conditioning forces the girls to see the world in a jaded view; where the floors are made of white marble, the walls draped in pristine sheets, and rose vines grow on the walls. The little sisters are removed from reality and what better place to play with that than in a city that is too. Though Cindy won't be able to hold her own against the monsters of the dark, she can still run and will do so very often. Other players have offered their characters to watch over her as well, which means she won't be entirely on her own.
What form will your character's NV take?
A big daddy doll. The pushpin eyes can serve as receivers, collecting the video data. The back of the head may be modified to have a little curved screen in back, where she may view incoming texts and video feeds. I highly doubt little Cindy will have a need to text on her own.
Abilities
Character's Canon Abilities:
Cindy is a Little Sister. A little sister is a young girl between the age of five and eight that has a slug in her belly. The sea slug (otherwise known as an ADAM slug) was found on the ocean floor all around Rapture. These slugs produce ADAM, which is a genetic altering substance. These slugs are embedded into the lining of a girl's stomach, allowing for more ADAM to be produced through regurgitation. The parasite, however, also provides incredibly fast regeneration. This makes a little sister nearly invulnerable to all damage, as long as the slug remains embedded. When struck, a little sister will glow a golden color, showing her veins as the ADAM quickly surges through her body to repair the damage. The regeneration is quick enough that the sister barely even feels niks and cuts. Broken bones also mend themselves, though if not set, will bind together at the angles they're bent in, leaving the sister in a very painful position until the bone is broken and set.
As a little sister, Cindy is also able to smell and see ADAM in the bellies of "angels" (dead splicers). As Siren's Port is a city that houses a very low number of splicers (just Cohen), Cindy will be very frustrated and wonder where all the ADAM went. This won't stop her from attempting to harvest from angels nonetheless as it's a compulsion.
Prior to little sisterhood, Cindy was also very interested in ciphers and has a decent understanding of them.

Cindy wouldn't use her own ADAM. It's just a byproduct, something she's been taught to regurgitate it so the scientists could take the ADAM and refine it into something more usable. Since Cindy has no personal use for it, she'll be making a habit of running to the little girl's room...or if she's out on the streets, leaving lovely little ADAM puddles in alleyways. The amount she produces is linked to what she's harvested (though her body will continue to create its own ADAM because of the slug's presence), so if there's a dry spell (a gap between her finding bodies to harvest), there will also be a noticeable decline in the amount of times she needs to upchuck.
Conditional:
As time progresses, Cindy will produce more ADAM, eventually adapting to the ADAMless surroundings and able to manufacture ADAM just from the blood of the corpses she gathers from.

In Alex the Great's hidden "lair" in Fontaine Futuristics. Little sisters roam all the levels of Bioshock 1 and 2. In Bioshock 2, there's a special pair of Daddy and sister. The daddy is a Rumbler and on killing him, an audio diary is retrieved that reveals that it was Mark Meltzer, recently grafted into a Big Daddy suit so that he may spend the rest of his life protecting his daughter. Cindy is his little sister and also his real daughter, though she now is unaware of their true relations. The main character has an option to defeat the big daddy to get to the little sister, and from there to either adopt her so that she may gather for him, or to harvest the slug and kill her.
Cindy will be played before the player decides to tackle her daddy, or leave him alone.

Character Personality:
Cindy Meltzer, like most other seven year old girls, likes to play games, sing songs, dance, and dream. She's her daddy's girl, never straying too far. Well...from her new daddy. As a little sister, she's conditioned to always stick close to a Big Daddy. They protect their little sisters from all harm. Cindy's a good girl, at least, that's what the doctor told her. That's what Lamb tells her and her sisters. She's a good girl, because bad girls and bad little boys get put away.
But Cindy wasn't always a little sister. She has fragments of memories of her past life. She knows that she can write in a cypher. Cindy doesn't know how, that it's just something that seemed innate. Cindy also knows that she has a new birthday and for a while, that she had a daddy outside of Rapture. Now all she knows is what she's forced to know; how to gather, how to make big daddy dolls, how to sniff out ADAM and give angels "kisses"... The life of a little sister is simple, though sometimes difficult. She always has to gather, it's conditioned into her. Find the angels. To Cindy, that's what they are.
Cindy was subjected to intense brainwashing. Enough that she forgot her previous life for her new one. Enough that she could be classified as clinically insane; delusional. Corpses were angels, elegantly garbed people resting on their backs on the ground with hands folded over their chests. A chalk outline of angel wings drawn on the ground around them and blue monarchs fluttering in circles above their bodies. This is what Cindy sees and regards with childish awe. The delusions don't stop there. Her entire world is a veil pulled over her eyes. Everything is perfect, like a marble heaven. These delusions also affect how she sees people. Big Daddy's are gallant knights in shining armor. Big sisters look like brides in beautiful white dresses. Her delusions were put in place to keep her gathering because if she saw the world for what it was (saw Rapture for the hell it turned into), she wouldn't do her job. She'd huddle in a corner, clinging to a torn up teddy bear with large tears streaming down her face because that's what normal children would do when faced with something terrifying.
Cindy gets distracted very easily if it's anything other than gathering. She, like many little girls, can be easily tempted by sweets and candy or a promising game of hopscotch. However, because of her mental conditioning, she doesn't take very lightly to other people unless they wear a blue butterfly pin. Since Cindy is a new little sister, recently swiped to cycle more ADAM through Rapture on Lamb's command, it's assumed that recognition of the blue butterfly was also included. A blue butterfly symbolizes a member of the Rapture family and friend of the sisters. Cindy won't be afraid of anyone who wears a blue butterfly (or if a butterfly lands on them). It'll be through the blue butterfly that she'll slowly warm up to people in Siren's Port.

Character Plans:
Cindy will not join a faction, as she has no comprehension of sides. The only way she'd be aware of AGI or SERO would be if she were kidnapped (which I could see happening at some point in time due to the nature of her abilities and the fact they're entirely scientific. There's no magic there, just science). Outside of the factions, Cindy will stubbornly continue to gather, possibly able to sniff out corpses before the others because of her compulsion. Once more familiar with the people of SP, methinks she'll be breaking some Daddy hearts~.

First Person Sample:
[a bob of blonde fills the screen. Dirty blonde hair pulled back by an equally dirty little green bow. The screen lowers and the face of a child comes into view. Her pallor an unnatural blue-gray with dark marks around her glowing yellow eyes. She smiles sweetly into the camera, before turning it around to view what she's looking at. A corpse sprawled on the ground in a bloody mess.]
Here's the angel~.
[she plods closer. The screen catches a glint from the right corner. Something sharp. Something nasty looking. Cindy sets the NV down, situating it ontop of the corpse's chest. By the way she handles the device, it's easy to tell it's a doll. She kneels beside the corpse's arm and holds out a large syringe that looked like a hodge podge contraption pieced together from found objects (a gasoline nozzle, a baby's bottle, a long needle).]
Time for kisses Mr. Angel.
[she stabs the needle above the clavicle and sings while she does so. Stab. Drain. Stab again. Cindy reaches a little hand out to play with the corpse's hair.]
Clean hair?
[she scowls and makes a face when her fingers pass over blood caked locks]
Dirty hair.
[Cindy wrenches the needle out. Some blood drips from the wound. She holds the tool up and noisily drinks from the blood filled bottle. Glug glug glug. She wipes the back of her arm over her mouth like an impromptu napkin and giggles.]

Third Person Sample:
Outside, the darkness set in. Creeping shadows slipping over the streets, pressing into alleys and climbing up buildings. Cindy padded along an empty street, her dolly held close by two small scratched up arms. She couldn't find Daddy anywhere! Little Cindy was starting to worry. Who would make the bad men go away if they came for her? She skips to the other end, stepping on a few sharp stones without a flinch because in her world, nothing could hurt her.
Where decaying rubble of a sidewalk stood, to Cindy, they were polished marble walkways! Sleek and shiny and perfect. Lulled into a false sense of security by her own mind, Cindy walked on. Even she wasn't safe from the darkness. The hairs on the back of her neck stood, shadows slithering even into her world. She gulps, pressing herself against white silky smooth curtains draped along the wall (it's just a brick wall).
"Mister B!" She sniffles, wiping snot away with the back of her hand, "where are you Mister Bubbles?" She scoots further along the wall and misjudges her step, tripping over the sidewalk's edge and falls with a little shriek into a puddle of murky water. Her perfect world flickers, peeling away like paint chips on a wall. Enough for the shadows to crawl into her line of vision. Cindy squeaks, drawing back before the veil drapes over her vision once more.
