I would be far more likely to vote third party if we had a No Confidence system so we could get rid of the people that the state transition would let in.

I totally agree that we need a way to vote people out as well as in. A recall power for all elective offices would work.

Along with that, I believe we should have a binding "None of the above" option on every ballot; any candidate for any office who receives less votes than "None of the above" is disqualified from running for that office again for a minimum of, say, two terms. If no candidate for a particular office receives more votes than "None of the above", then a new election for that office must be held within 60 days, with a completely new slate of candidates.

That would definitely be an interesting approach, but I don't see how it would yield different results from a simple "You must receive more votes than NONE OF THE ABOVE".
