Um, if your puppy is retarded, probably he can't stop, due to how retardation is generally not reversible and is apparent at birth. If you had any idea that you would not be able to deal with a handicapped dog, perhaps you should not have purchased him or should have drowned/shot him shortly after you realized he was mentally retarded or found another family for him to live with.
