Mr. Brocklehurst poses a good question. While the report does demonstrate a mild understanding of the Stewards and their physiology, it does not provide much more information than that. Due to this, and the nature of the Citizens to panic, I suggest for now that the information remain confidential.
Further, I recommend building a simple, easily fortified barricade around known refuges. As far as we can determine, from reports given by Boy Blue, the Stewards have not ventured into the Underground.
