Additional short summary of her history (while trying to minimize spoilers): Megumi was a regular girl who hated living in the backwater village of Sotoba and longed for a life of stardom in the big city. The only things keeping her going there were Natsuno Yuuki/Koide, the boy she had a crush on (and stalked each night by hiding in the bushes outside his window, mind you) and the elegant mansion near the town called Kanemasa. People started to die mysteriously one after one in the village, but she never really cared much about it. Until one day when she went to try to visit Kanemasa one day she disappeared and was found much later lying nearly dead in the forest. The village doctor concluded it was anemia and left it with that, but Megumi's condition gradually got worse until she died after a few days.
What nobody discovered until much later though was that Megumi came back to life a few days after her death as a 'Shiki' (literally 'corpse demon), an undead vampire. The Shiki were actually the cause behind the mysterious deaths in the village; they had sucked the people's blood until they didn't have enough blood left to keep living. From that moment on Megumi joined the ranks of the Shiki, killing Natsuno's friend Tohru since he was closer to Natsuno than she ever was. (Megumi is the epitome of
Yandere.) Later on she also kills her childhood friend's, Kaori's, father since she was told Kaori had been getting close to Natsuno lately.
But the villagers (who were being lead by the doctor Toshio Ozaki) slowly started to find out about the Shiki and started their resistance against the wiping out of the entire village by killing the Shiki one by one.

Personality: It might be easier to start off by describing something Megumi really hates and something she really loves, since parts of her personality are motivated by these.
First of all, Megumi absolutely hates the village she lives in. Even when she was still alive all she did was stomping around the village and talking about how much she hates it. She hates how there's nothing in the village and wants to get otu of the city to make it big (being scouted into showbusiness, hanging out in clubs). This is mirrored in her somewhat extravagant clothing style. Megumi thinks almost everyone in the village is an idiot, she feels like nobody understands her way of thinking there. Even her childhood friend Kaori is considered an idiot by her (she mentions that Kaori is so rustic that she doesn't want to be seen walking with her). She even dislikes her own parents and refuses to bite them out of fear they might turn into Shiki and she'll be stuck with them. To her the village population are nothing but 'uncivilized people in an uncivilized village', they should even be embarassed of their way of living in Megumi's eyes. The only thing Megumi likes in the village is the elegant western-style Kanemasa mansion (which doesn't fit in with the rest of Sotoba at all), which almost seems like a palace in her eyes. The more traditional-oriented people in the village think Kanemasa is weird, but Megumi thinks that they are the weird ones instead. Even as a Shiki her hate for the village doesn't go away, since being stuck in an isolated vampire village in the mountains is even more remote than Sotoba used to be.
The thing that Megumi really loves (and in her eyes the only good thing in the village besides Kanemasa) is Natsuno, who she call 'Yuuki-kun'. Megumi is rather.. extreme in her love, to a point where she sits in the bushes outside his window every night to stalk watch him. Even when she turns into a Shiki she still does it at first. It's not a mutual love, however, because Natsuno could care less about Megumi's high school love fantasies. To a certain extent Megumi does realise that Natsuno doesn't care about her ('Ignoring me again? Yuuki-kun, you seem to hate me for some reason, don't you?') but this definitely doesn't stop her. I think Natsuno explains Megumi's love the best in one of the early chapters: "Shimizu did all that so that she could fully enjoy her innocent unrequited love like a hero. Then someday, somehow, I would notice her and return her feelings.. That's what she'd been hoping for."
When she turns into a Shiki the negative (and creepy possesive) side of her love is only further stimulated. Megumi doesn't hesitate at the idea of killing when she becomes a Shiki (Shiki are hunters and tend to get indifferent about killling once they've done it a few times), especially not when it's about people who are closer than Natsuno than she was. She wants to be the only one who is close to Natsuno (even though right now they're not close at all). When she kills Tohru she proclaims that 'I really hate this guy. Because he got to be closer to Yuuki-kun than me.' And when she kills Kaori's dad because she was told Kaori had been getting closer to Natsuno she even taunts Kaori about it afterwards, to a point where it quite literally drives Kaori nearly insane. It's also interesting to note that at first she protests at the plan to let someone kill Natsuno (since he might not rise up as a Shiki and die instead) and at first she somehow wants to get around it and save Natsuno, even if it means being punished by the KiriShikis or Tatsumi. But almost right after that she switches plans and instead says it's okay if he's bitten as long as she's the one who gets to do it. Even if he dies, it's fine as long as it's by her hands.
It should be noted that both her obsession for Kanemasa and for Natsuno probably come from the fact that neither is a lot like Sotoba or in the style of Sotoba (Kanemasa is western-style and Natsuno comes from the big city), the thing she hates the most.
Megumi isn't exactly a nice girl (in the very beginning of the series she's not even slightly fazed by a great number of people dying suddenly in the village) and becoming a Shiki probably only made this worse. She doesn't care a whole lot about other people's feelings (unless said person is one she idolizes), she's a rather selfish person. Megumi is shown as openly mocking Tohru after he's feeling bad after failing to bite Natsuno and mocks Kaori's father too after he becomes a Shiki. It gets worse when she actually hates someone (either because they got too close to Natsuno or for other reasons): she won't hesitate to kill them or provide as much misery to them as possible. In the series she actually happily proclaims 'I love making people I hate feel miserable!' She's also able to manipulate people, as she deludes Kaori's father into killing his own family. Megumi is also easily aggravated, especially when it comes down to people insulting the things she loves (especially Kanemasa and Natsuno), to a point where she even gets violent during her anger fits like when she throws rocks at Masao and beats him up when he dares to do as much as insulting Natsuno.
But even with all this Megumi is still very clearly a typical girl, no matter that she's a Shiki. She even worries about gaining weight from drinking too much blood after she becomes a Shiki. When it comes down to the things she likes (Natsuno, Kanemasa etc.) she easily goes into a typical fangirl mode. She had been writing a summer postcard for Natsuno, but since she kept screwing up because she was fangirling too much it ended up being a late summer card instead of an early summer card. The fact that she's shown crying when Natsuno rips up the card she wrote for him shows that yes, she does have a senstive/sad side, but it usually only appears when Natsuno is involved. Megumi also definitely has a clumsy side, for example when she tries to show off her catwalk walk only to fail.
Powers & Abilities: Megumi is a 'Shiki', which means she technically is already dead. She doesn't have a pulse and her whole body is cold to the touch. As a Shiki she needs to drink blood or otherwise suffer an incredible torturing hunger. Shiki have the ability to see really well in the dark and hypnotize the people whose blood they drink, so far shown abilities of this hypnosis consist of making victims do all sorts of things (even when they don't want to, like when Toshio is made to burn his research), from not talking to people about a specific subject (being bitten) to making people open their doors and windows for them. Shiki fear any sort of holy symbols, they don't exactly hurt them but they feel an unexplainable fear the moment they lay their eyes on them.
It's hard to kill a Shiki, any sort of wound will automatically and quickly be healed. The only way to kill (vampire-kind) Shiki is to either hammer a stake into their heart, decapitate them or make them burn up (vampire-kind Shiki cannot go into the sun, the moment light touches them they get burns over their entire body until they eventually die).
Shiki, however, can't just go around and bite anyone they want. They can't enter houses until they've specifically been invited into them. They can, however, just attack people passing by outside.
Since Megumi is the same kind of Shiki as Tohru (the vampire kind as opposed to the werewolf kind) I'll keep up the same thing for Megumi that was stated in
Tohru's application for consistency purposes, namely: "As far as Discedo and the chip goes, this is what I'd want to do. Fear of holy symbols and inability to enter houses will stay. While he will feel the need for blood/attacking and be in pain/discomfort from sunlight, these are psychological instead of physical. He won't heal quickly, but more like a normal human in that regard. Anything like a 'power,' controlling people, psychic, etc, won't work because of the chip." (Except replace the 'he' with 'she', obviously.)
