I'm afraid you've got two things working against you, boo. One, the economy in the deep south is third world. And two, so's the education. Half the kids I was in college with could barely read. So it's no great surprise that the adults in those parts have little interest in books.
I do like the idea of setting yourself up as a fortune teller. You could probably convince those rubes that the magic 8 ball was invented by daVinci. I'd totally buy porn from a sleazy pig named Porkus.
Those guys may have the best of intentions, but till they can get the kind of people with money to spend in the gate, you're just gonna eat the cost of building. Surely they understand this?
I learned a long time ago that no management really has the interests of the workers at heart, even in nonprofits. And that was confirmed when I had to team teach library management--very hard to find readings that I could stomach. Summarizing--Mr. Fezziwig who apparently went broke, and was replaced by Scrooge and Marley.
But I bought a booth at Ohio, and have done OK there. IF I had the sales I did the first year in La, would already be building. If sales were only slightly down, I would be planning to come back in the tent next year, but a 5 year pattern of declining sales every year is probably too long to make a decision. (but, unlike my stay in NOLA, I have enjoyed being here).
To be fair, management here is trying to improve things, and in fact attendance is up--it's just that people aren't buying much.
I've actually been doing faires for about 20 years now, so, no stranger to How Things Work. I just assume, perhaps wrongly, that management are not actually a bunch of morons, and realize that while it may be nifty looking to have more permanent structures around, you also shouldn't expect people steadily losing money at your show to be too jazzed about building one, and might just bail instead.
And maybe they don't care, because they think they can replace the ones that bail fairly easily. And maybe they can. But having watched what's happened to Carver, I wonder if that's such a good thing.

Most dishonorable excrescence upon the earth--may your feet always feel you are standing on hot coals except when it is the time for all good men to come to the aid of the party. Oh offendi, in the name of Ally (Beale), the quick brown fox jumped over the lazy dog. Om shmazz kapop. Spanish boot hurts leg and forsooth, boots are made work walking on nine inch nails. Your mother was a hamster and your father stank of elderberries. Attercop!
