Some details about UNDP managers’ qualifications
I would like to provide here some illustration of Uktam’s qualifications. In his E-mail message to our team (Subject: Drafting the Strategy and Matrix) as of Nov. 23, 2017 Head of Sustainable Development Cluster in Tashkent UNDP office Hurshid Rustamov wrote: “However, after initial quick scanning, I could not locate any sections on the results of the needs assessment and how the MPTF is going to address the issues identified therein. In the current format, the strategy seems to be once again based on the same old general analysis of situation in the Aral Sea region. I am afraid this will not be appealing to donors.
In my view, there should be a clear summary of the needs assessment and a section, which proposes a strategy and approaches to address the identified needs. As to the Results Matrix, it also seems to be totally delinked from the needs assessment”.
In reply to this message Uktam wrote to our team: “Dear Dilshod and Shukhrat, Pls, start editing the Strategy Part (3.2) and Matrix in order to delink it from Survey results. I will joint your team on these”.
It is clear from this e-mail exchange, that Uktam wasn’t able to understand what was written in Hurshid Rustamov’s message.
