Okay so it only really consists of the family and other important nations for now but shhhhh I am allowed to set things up for later if things maybe possibly happen.

The best friend/lover. Port first met England during the Reconquista when England happened to be part of a ship of crusaders who stopped off to help the Portuguese reclaim Lisbon from Al-Andalus, and from there the two fell into friendship and then love. They've weathered a lot of storms together of both the literal and metaphorical sense, and though there's been times that their relationship has been strained, Portugal's never really stopped loving him. Even if he does think that England's tsundere nature is one of the most hilarious things ever.
The clingy baby brother. As similar as they are different, it's a fairly typical sibling relationship between these two - the clingy younger sibling who adores the elder and wants to spend all his time with him, and the big brother who just really, please, wants some space. Especially since in this case, "wanting to spend all his time with him" can translate on occasion to "taking over Portugal's land". Portugal does love Spain, and they're getting on a lot better these days, but he can get easily irritated by his brother sometimes and he's still a little bitter over episodes in the past like the Iberian Union. The less said about Toni's opinion of his relationship with England, the better.

The sister-in-law/bro for life. The two have actually known each other for most of their lives, even if the memories of when they knew each other as kids are very, very faint, and they're very good friends for the most part, incidents like the 18th-century Irish-Portuguese trade dispute notwithstanding. (He'll never let on, but there was a small part of that that was him being a jammy dodger and forcing her people into actively wanting legislative independence. Anything for a bro, man.) They've got a lot in common with each other, and Ireland's someone that he feels he can mostly trust. The "mostly" in that sentence coming from the fact that she's threatened to show him just why Russia is so afraid of her if he ever does anything to hurt her brother.
Unique in this universe. France is both someone that Portugal is fond of, and someone who can get under his skin on occasion. For the most part, he resigns himself to a mostly fond "o u" attitude to the Frenchman and his antics, since he's long decided that "unique" is probably the only way to describe Francis.

The adorable Italy brother. Feli is just impossible not to be fond of. Sure, he may not be so bright, but his bright cheerful attitude is infectious and while he's inspired more than one wry headshake over the years, he's still someone that Portugal's got no real grievances with.
Antonio's pet tsundere. Port's fond of Romano in the same way that he's fond of Italy, although he reserves the right to laugh unashamedly at how ridiculous the Italian's tsuntsun can get. On the other hand, the way that he dances around Spain gets on his nerves more than anything else - Toni's so bad at reading the atmosphere that all the mixed messages can't be helping. The thing with Romano actually manages to trip Port's big-brother instinct towards Spain (never let it be said that the overprotective Iberian genes skipped him), so really, the sooner Romano gets over himself, the better it will be for everyone. :'D

The one-time rival. Really, it started off as a matter of pride and principle - Turkey was predominantly Muslim, Portugal was one of the most Catholic countries in Europe, and the two of them were pig-headed enough that they couldn't really resist riling each other up. This came to a head during the Turkish-Portuguese Wars, but they've mellowed slightly since then and though they still delight in annoying each other - Turkey will never stop calling Portugal "Orangey" and finds getting under his skin to be a wonderful way to spend his time - they're actually pretty good friends these days. Portugal's even one of the countries that's most strongly backing Turkey's bid to get into the EU.
England's girl. Portugal was actually the first European nation to (briefly) come across her, but he never actually followed it up and so it was England's colony she became. Australia gets on with everybody so the fact that the two are very fond of each other isn't all that special. But he's especially grateful to Terra for keeping an eye on Timor Leste and acting as a surrogate big sister for her. Australia calls him Mum behind his back, and when this was mentioned to him, Portugal was quite amused by it.
