She is a cruel yet elegant woman, with a strong dislike and distrust of foreigners and anyone else who stands against Britannia. She takes great pride in both her noble birth and in doing her duty for her homeland, which she values above little else.
Much of this attitude is simply who she is. When faced with an enemy, she is utterly ruthless and determined - she has no qualms about obliterating any and all enemies, and early in the series will go as far as ordering the slaughter of civilians to draw out an enemy. If she has a personal vendetta, on the other hand, she prefers to settle it with her own two hands, such as when she lured Zero to face her one-on-one after Euphmia's death. She is stern with even those close to her, refusing to relent on important matters even to her otherwise spoiled sister Euphemia. Cornelia is both a cold, calculating woman, and utterly passionate in her devotion to what matters.
However, there is more to Cornelia than the Witch of Britannia. As devoted as her subjects are to her, she too is willing to take personal risks to ensure the survival of her men, willing to fight to the last to let them escape.
Even more notable is her dedication to her siblings. She utterly adores and dotes on her younger sister Euphemia in spite of her sometimes harsh attitude towards her sister behaving as she should. One of the deepest reasons for hunting down Zero is his role in the death of her half-brother Clovis. Later, it is revealed that her hatred of foreigners is a belief that they killed both her idol, Marianne vi Britannia, and later Marianne's children and Cornelia's half-siblings, Lelouch and Nunally, all of which were blows that made her such a cruel woman.
Eventually, as Cornelia is exposed to the many horrible truths behind the events of the series, her attitude changes. Even as early as the end of the first season, she has accepted the Japanese-born Suzaku Kururugi as a true knight of Britannia. Over the course of R2, she learns just how far her father the emperor's plans stretched, and the lengths to which he and Prince Schneizel were willing to go for their own particular beliefs. Despite her support of the cruel and oppressive Britannian Empire in the past, the methods of Lelouch and Schneizel show her what such cruelty does to the world. She is gunned down in an attempt to stop Schneizel from ruling the world through fear of the superweapon Damocles, and is later seen with a multi-national resistance group seeking to assassinate Emperor Lelouch.
The last we see of her is a photograph from the wedding of Japanese Kaname Ougi and Britannian Viletta Nu; this and earlier events suggest that knowing the truth of Marianne's death and personally getting to know people from around the world have eroded her xenophobia considerably.
Cornelia is a harsh, often cruel and violent woman, and it would not be a stretch to call her evil at her worst; despite this, she has kindness in her heart and a willingness to admit her own mistakes and atone for the things she has done.

Why is it that a Britannian like myself is in a place like this? Everything about it screams Area Ele-ahem-Japan. Are there not otherworldly red light districts that emulate Brittania or even Europe? Or does this simply speak of Japanese culture that even its gods require such services?
