I just got astounded once again by technology I didn't even know I had. I have a rather old Motorola phone and I can get GPS information within the thousandth of a minute (which works out to basically 3 feet). Now, maybe I'm just more intelligent than the average terrorist or something, but if you can build/acquire rockets or artillery that can go 2 miles or more, and you have a cell phone, you can pick a target, get its GPS coordinates, pick a launch site, get ITS GPS coordinates, and then use firing tables that are easy to acquire or calculate and you can launch a ranged attack on ANY target. Wanna drop warheads on the Whitehouse, get something that has a 10 mile range and you're 75% likely to score a hit and get away.
