Official Bulletin on the Angelynne C. Fabro Case

In the afternoon of February 14, 2006 (3:25 pm), Angelynne C. Fabro, a fourth year student, went to the school clinic to request paracetamol for her headache. She then went to the front lobby and drank from the water jug of a classmate. Shortly thereafter, she developed severe vomiting and abdominal pain. After the school physician examined her, she was rushed to the nearby Philippine Children�s Medical Center (PCMC) by the school nurse who stayed until evening and left only when the patient�s grandmother arrived.
The Water Jug
At about 4:00-4:30 pm of that same day, the water jug was first brought to the school�s Chemistry laboratory, a water sample was taken, and the jug was then brought to the school clinic. The school physician stated in her report that on gross ocular inspection, the water jug contained light yellow liquid with no strong odor. The jug was placed in the refrigerator.
The following day, February 15 (Wednesday), the water jug was brought to the UP Natural Sciences Research Institute but it was not accepted for analysis by the Analytical Services Laboratory, as they needed more information than we could provide before they could attempt to identify its contents. Upon inquiry from and recommendation of the Philippine National Police (PNP), the school then brought the water jug to the Bureau of Food and Drug (BFAD) for chemical analysis. On February 16 (Thursday), the BFAD informed the school of partial results: pH- 1.41; Acidity- 6%; UV pattern- identical with nitric acid. The school, in turn, forwarded this information to Angelynne�s attending physician.
Other than the BFAD testing, the PSHS science teachers also conducted on February 16 (Thursday), a separate chemical analysis of the sample taken from the jug and found it had the properties of calcein. Dr. Juanita Cruz & Ms. Cynthia Andaya tested the chemical by combining it with milk and noted that it fluoresces upon exposure to uv light. (Earlier that same day, Mr. Moises Fabro, father of the patient, turned over an empty bottle of calcein to the school. Said empty bottle was found near the water jug by Angelynne�s friends.)
Unable to get immediate and complete results from the BFAD, the school sent another water sample to the Ateneo de Manila University�s Philippine Institute of Pure and Applied Chemistry (PIPAC) for analysis last Monday, February 20, 2006.
On-going Investigations
When the incident occurred in the afternoon of February 14, 2006, the school�s discipline officer asked the students who witnessed the incident to write narrative reports. Four of these reports narrated similar incidents in the past that they simply disregarded and kept unreported. Data-gathering has been continuous since Day 1. Several students have already given statements and interviews. Parents of these students were also requested to be present for these interviews.
Angelynne�s Medical Condition as of February 23, 2006
On February 16 (Thursday), the second day of Angelynne�s confinement at the PCMC, the family was advised that the patient might have to undergo dialysis. Angelynne was then transferred to the National Kidney Institute (NKI) at about 8:00 pm and went through the first dialysis from 10:00 pm- 2:00 am.
On February 18 (Saturday), she underwent an endoscopy, results of which showed darkened areas from the throat down to stomach indicating effects similar to burns. After exactly a week and after undergoing a 3rd dialysis on February 21 (Tuesday) did Angelynne void urine. A fourth dialysis was done yesterday, February 22 (Wednesday). She will undergo a 5th dialysis and a 2nd endoscopy on February 24.
Financial Help & Other Forms of Assistance
A donation drive was undertaken in school to assist Angelynne and her family in the medical expenses. Last February 17 (Friday), the school turned over the amount of P10, 353.30 representing donations from students, teachers, and staff. The family was also given assurance that the school would shoulder the hospital expenses. The school also requested copies of the official receipts of the hospitalization bill at the PCMC. The donation drive has been on-going since then, with donations coming in from parents as well. To date, the school has turned over a total amount of P23,109.25 to the family.
Other than the donation drive, Dr. Ramon R. Miranda, PSHS System Executive Director, had already conferred with Secretary Estrella F. Alabastro of the DOST for funding assistance. He likewise assured the family that the school would take care of the medical expenses. Moreover, he informed the patient�s father that the school would make the necessary arrangements about Angelynne�s academic requirements.
Other fund-raising activities by the school are also underway. Interested parties who would like to send donations are advised to get in touch with the school authorities (see below).
Task Force Gelyn
Dr. Jessamyn Yazon, OIC Office of the Director, created a Task Force in an emergency meeting last Saturday, February 18. This Task Force would deal with the various aspects of the case such as financial assistance, discipline case investigation, security measures, and linkages with the school PTA and other government agencies.
The security measures arm of said Task Force implemented the Security Plan last Monday, February 20, and conducted bag inspection of everyone entering the campus. On that day, cars were not allowed inside the campus. Bag inspection of everyone entering the campus continues to this date.
