Computer Question

I want to begin using SyncToy because I've got three flash/jump drives I use to coordinate files with my home and office computers.  Remembering that I have 3 new things in my beta folder and 7in my fanfic writing folder and 5 in various of my work-related folders is getting old.

Problem - SyncToy requires the Microsoft .NET Framework.  I know just enough about computers to be dangerous, but I'm not familiar with this.  Do all newer computers have it and I should have downloaded it somewhere along the way or is it one of those pain in the arse huge files of Microsoft's that don't work well?  Because it looks like Syncback Freeware is a second best option if .NET Framework is dodgy.  Or maybe there's another freeware option I'm not familiar with for synchronizing folders?
