Dear Secretary of the Navy,
It's "Medal of Honor" not "Congressional Medal of Honor." As with all things involving duty and self-sacrifice, Congress has no part in it. That's a mistake acceptable from talking heads at news desks and at water cooler conversations, not the civilian head of the navy and most especially not during the posthumous presentation ceremony.
