Angels, and the balance of dark and light.
Whilst the first image that comes to mind when one thinks of an angel is a divine winged being, it isn't that far off from an angel in the Diablo series. However, vague similarities appearance-wise are all that there is, and it is best not to confuse them with Christianity or Mythology's counterparts.
With wings of fire, the angels of the High Heavens are beings made up of harmony, sound and light. They can choose to utilize a mortal form, as shown by Inarius, however it is deemed below most to do such a thing. They are strict and orderly, hard pressed to believe in things that are different
The entire concept of Diablo revolves around a balance of dark and light. You have the Burning Hells representing the dark, the High Heavens representing the Light, and Sanctuary representing neither. Both sides fight for Sanctuary, Hell wishing to use it as a weapon, the Heavens wanting to purge it so it cannot be used at all. If Darkness were to prevail, it would have dire circumstances for all. However, even if Light prevailed it would eventually stagnate and turn on itself.
In the end a pact was made. Neither demon or angel would influence Sanctuary; it would be left as it was with the mortals there wiped of their memories of angels and demons, and their powers.
Always a shame when Hell can't stick to its side of the bargain.
