Personality: Luki’s personality can be summed up with two very distinct terms - cute and psychotic.
On the side of cute, there’s the fact that Luki is a child - probably no more than 12 years old, and in some mental aspects, likely younger still. She’s downright bubbly, easily delighted by simple things; Luki enjoys playing, and seems to make a game out of just about anything and everything. She speaks of herself in third person, assigns endearing nicknames to her “playmates,” and she’s as close to what can be described as “loving” to her twin sister, Noki.
On the side of psychotic, however, there’s the fact that Luki is a ruthless killer. She’s been trained as a living weapon, modified with Angelika Einstürzen’s “Kerberos spine” to be nearly invulnerable (though not entirely - one good crushing blow to the head will likely do the trick). Luki still breaks and bleeds just like anyone else, but the difference is her enhanced regenerative abilities fix everything up inhumanly quick. Luki is also faster, stronger, and more agile than any normal girl should be, thanks to the genetic modifications.
Luki possesses very little resembling either a moral compass or impulse restraint - which, with her modifications, makes for a deadly combination, presumably just as intended. Knives are her specialty - perhaps the most notable of Luki's modifications is that her right arm transforms into one giant combat knife, which she wields with a fair amount of expertise and a certain vicious pleasure, along with a few smaller throwing knives.
Her knives are one thing that differentiates Luki from her twin, Noki, who uses a gun instead. Luki also seems to be a little more aggressive than Noki - she’s often shown to be first of the twins to speak, and seems to act as the leader of the two, at times. Her outfits are more predominantly black than pink, which - along with her heterochromatic eyes - presents the image of something akin to a photographic negative of her sister’s appearance.
Luki likes pasta, coloring and drawing, bunnies, running, jumping, knives, stripes, the color combination of pink and black, and playing, in various forms, as well as winning. She dislikes losing, failing, being scolded, and having her clothes ruined. She and Noki both fear Einstürzen, despite regarding the scientist as their “mother.”

DOGS Wiki entry. However, there’s very little actual substance for Luki to be found there or anywhere else I’ve been able to track down, as far as the manga’s canon goes. Luki and Noki are relatively minor characters in the series; most of what we know about them can be gleaned from evidence surrounding the other characters. We know they somehow came under the “care” (for lack of a better term) of Angelika Einstürzen, a genius scientist/madwoman who subjected them - and numerous others, including Heine Rammsteiner - to various modifications and enhancements in her quest to design the ultimate human weapon. In more recent (c. July 2011) chapters, it’s revealed that Heine, Giovanni, and their other “siblings” were actually test tube babies, created by Einstürzen for her experiments, so it’s logical to surmise Luki and Noki are as well. We can deduce the twins are from a later generation of experiments than Heine and Giovanni, from both their presumed age and the fact that at the time he left the underground facility (as shown through flashbacks), Heine is said to have killed all the other subjects of Einstürzen’s program save Giovanni. Outside of this scant speculation, Luki and Noki show up for a few brief chapters, wreak a fair amount of havoc, and disappear once again into the underground facility, re-emerging in just a few later panels as little more than an aside to the manga’s plot continuity.

Abilities: As mentioned elsewhere, Luki has been modified with Angelika Einstürzen’s “Kerberos spine” - this genetic enhancement renders the girl nearly invulnerable, capable of sustaining and automatically repairing massive bodily damage; the single requisite condition is that her skull is left intact. Luki’s speed, strength, and agility are also all far above normal levels, not only for a girl her age, but for anyone, realistically - she and her sister are described in the manga as “over-specced on many levels.” She’s not terribly intelligent - in fact, she seems much younger mentally than physically - but what Luki lacks in smarts, she more than makes up for in childlike exuberance.
