Don't White House jobs also have "and Assistant to the President" as well as thier actual job title? so theoretically the president can ask them to do whatever, so if the president trusted them then maybe they would.
I get what you mean, Sam and Toby probably wouldn't be doing that stuff in real life, but I guess it's a TV show, and I sort of think AS liked to write about writers what with the amount of great scenes Toby and Sam (and later Will) had about writing.

Well both of them spend most of thier lives at the office. ;) Sam and Toby only really do the big speeches, I assume the speechwriting staff do the rest so Sam and Toby can advise the president.
This ep gives us the first light bulb moment for Josh based on something Donna says. A great example of how her throw away comments can trigger something in his mind that he many not have thought of otherwise. Gotta love the smile on his face, with his hand supporting his face. For me this episode is filled with classic lines "You're quite the nerd Mr President", "Good a place as any to dump your body," "Birthday message". I love the whole opening dialogue between Josh and Bartlet as Bartlet shared his National park trivia. Also loved that overhead camera angle

I still crack up laughing every time I see the opener and Bartlet going on about all the national parks and poor Josh having to go through this. It's a classic scene!!! :D
