if we wanted to do a fill for a prompt, how long does it have to be and where exactly do we post it? Can it be like a usual fic with a 1k+ words and such? Thank you :3

There's no specific word count, it can be as long or short as you please. If you'd like to post it on your journal and link it to the prompt go ahead and do that (but please also go to the fill post and fill out that information). If someone is anon they may post their fic in the comment section in reply to the prompt.
