hmmm there are two upsides mate, in Leicester the speed limit is 30 + your 10% (33mph) plus 2mph (so you need to be doing 36mph in Leicestershire before it becomes and issue) if its average speed camera's don't they *always* take a picture because they work by comparing time frames between pictures so you might not have been over? and finally as long as your not over by stupid amounts (over 36mph not 30mph) and its your first time in leicester you should get the option of attending a speed awarness workshop instead. You still pay £60 but the forego the points on your licence :)

All seems feasible, and I can't see that they'd take your licence for going just a bit over the limit (you *can* get done for doing anything over the limit if they measure it right, they are alowed to, just don't have to, and I wouldn't expect more than 3 points anyway).
The only thing I'd add would be to be careful how you use the excuse that you couldn't see for the fog for speeding.
Oh, I didn't know about the lower point allowance for new drivers (not good at keeping up with stuff). There is a fair chance though, like others have said, that it won't actually come through. Speed cameras aren't as much use for bikes since you can't tell who's riding, a lot of people don't think the rear facing ones are valid anymore anyway. And of course the front facing ones are virtually no use at all, they don't get your number plate ;o)
