For the most part it is translatable. I don't know about Gimp, but
PS has color balance, auto color(though not quite the same as psp), hue/saturation, brightness/contrast.

I managed to more or less duplicate it in PS CS3. The coloring is a little different, but I also did it on a Mac. :)
