Common linguistic mistakes

I didn't notice this until I was talking to my dad online (english is his second language).

For example:

Q: Will you take out the trash?
A: I will.

Perfectly fine response. BUT, you can't answer it this way:

Q: Will you take out the trash?
A: I'll

I'll, as a contraction, stands for "I will" BUT, a verb is required if the 2nd response is used. Why is that?
