I was going to suggest this myself as it is beyond brilliant! Everything by milady_dragon is =)

I also recommend lawford on LJ for sheer brilliance in everything she writes - some have Gwen bashing, but all are well worth reading regardless.

lawford is legend personified by now! She is just an awesomely brilliant writer who does some of the best Janto dialogue there is and creates some of the best plots around.

milady_dragon's Dragon-Verse series is not to be missed as she's re-writing the entire series, starting from before the series began. You really need to start with 'The Last Of His Kind' for the rest to make sense.

There are many brilliant authors in the fandom these days, but don't forget to check out some of the authors who were writing Torchwood back when it first aired! There's so much awesome fic in this fandom, i want to immerse myself in it and never come out!
