The Tavern: Fun times, scary place that only takes cash. Were those kids kindergarten age? Most counties don't have full day programs. They could have been in afternoon kindergarten. As a teacher, can't say I want to complain about kids missing school.
Misreading, I'm not anti-private school. I am anti voucher, but that wasn't a topic of conversation.
I have particular issues with the "racism" within Charlottesville city schools. From my experience in the city high school, if a non black student is not AP track* (CHS has a stellar AP program) then they usually attend private school. As with most schools, but especially noticeable at CHS, there is an unrealistic ratio of white students to minority students in AP classes when the school's population is primarily black.
*I realize that financial means is also a factor

It may have been the private school contingent of Charlottesville. Private education is a big thing there.
