Medical Alert Systems in MD

I am in the beginning stages of researching medic alert systems for my Mom.

I've got my eye on these two, so far:

I'm looking for first hand experience with these systems or others. Pros/Cons?

Alternatively, I'm considering looking into a cell phone. She doesn't go out unassisted, but it might be a more practical option. Either way it needs to be water resistant so she can have it with her everywhere.
