Ahaha Konatsu's hatred of Mikage is just. He doesn't comprehend Mikage! At all! How can you want to befriend the guy whose superior officer killed you? It makes absolutely no sense to him and, given that his primary duty is the to Black Hawks, etc. etc. he refuses to see this action as anything but the foolishness of an enemy who wishes to weaken his resolve given the situation they have unfortunately found themselves in. So he will never stop hating Mikage, really, because the more Mikage tries to get him to open up, the more he'll push against it. Teito Klein is his enemy because orders are orders and nothing Mikage can say will ever change that.

It's also a point of personal frustration sometimes, because he has friends who know Mikage and so whenever they mention him it sort of points out the disconnect between being in the Black Hawks and having normal friends who are nice people that's beginning to emerge for Konatsu. And of course the only logical thing to do with this frustration is to take it out on the source, which means Mikage. /o/

Hilariously, he did not recognize Mikage at all when he was genderswitched. He just thought "My, what a very nice friendly girl. She's a little bit odd, but it was kind of her to help." And there was maybe possibly something familiar about her but nah, couldn't be. He wouldn't be opposed to talking with her again. XDD
