That doesn't mean it's official, I looked on the anime official site (http://www3.nhk.or.jp/anime/tsubasa/) and in their latest update they said they still have to announce if and when they'll air a new season.

at the end of the last episode of s2 though, they're very clearly saying "we're done"....I mean, they didn't have a farewell message like that at the end of s1, it was more like a "see you in a few months!" that time...

I dunno...as weird as it is...as much as I hated the show...I was actually disappointed when it appeared that they wouldn't be making any more o_O I guess I just want to see Kamui, Subaru, and other!Syaoran animated....even if the story is rewritten to be less violent T_T
