My many thanks to Marion and Lisa, who talked me through this procedure for the boyz.
First, I started with my supplies: Champagne felt, 6mm tan chenilles, a package of 10mm pompoms that contained a nice tan color, "hair" scrunchies (courtesy of Marion since I couldn't find the right ones at my Claire's shop) and beige thread.
After some trial and error, the pattern was perfected. The dimensions were:
1 inch across the width of the base/trunk
1 5/8th inches across the heart/head
Base is 1 inch high to bottom of "heart"
Total length at tallest is 1 3/4 inches
Supplies
Testicle on pubic hair.
I traced the pattern onto the felt, cutting just inside the lines as Lisa suggested. I first tried Marion's technique of carefully stitching so that I wouldn't need to turn the peenie, but my stitching wasn't neat enough and I ended up needing to stitch and then turn the peenie right-side out.
Once the basic peenie was stitched, I stuffed a single 10mm tan pompom into the head to round it out (per Lisa's instructions). I folded my pipe cleaner into fourths so that there would be no pointy tips to poke through the top. This rigid support went up the trunk and behind the pompom filler. I stitched across the bottom to close off the peenie. Taking two of the light tan pompoms, I stitched them on the bottom flap of the peenie, running the thread through both of them to anchor them together. To sculpt the head properly, I ran the needle up the underside of the "head" where it connects to the "trunk" and out the top in about the middle. I ran the thread down the outside and stitched again in the same spot where I'd begun, again coming up through the top. Some tight pulls to make the crease and "hole", and the peenies were finished.

Then came time to begin the surgery. Per Marion's instructions, I told Jim to "dial it WAAAY down" and gave Blair a couple of really stiff drinks. The boyz were feeling no pain. First, I cut a chunk of the scrunchie (this also took several tries, as the pieces wanted to disintegrate) and pinned the boyz' new pubic hair into place. I tacked it down with dark thread before attaching the finished peenies.
Surgeries in Progress
A bit of over-stitching across the bottom of the peenie and a couple of tacking stitches in the back fixed the new equipment firmly in place.
Attachment Surgery Complete
While the new "men" were still out of it, I took close-ups of the finished product:
Close-up Jim
Close-up Blair
Once they recovered from the liquor (and senses) induced stupor, Jim and Blair were proud to announce to the world their new manhood! (I haven't seen them since, although there's been a lot of moaning and cries of "Oh, Jim, YESSSSSS!" and "Harder, Blair, harder!" So I think the newly minted men are pleased with the results.)
Proud Men (no longer boyz)

Doctor's note: I think the resulting peenies might be just a tad large for the bodies; this would appear to be the case given the angle of some of the above pictures. But I haven't heard a single complaint yet from Jim or Blair, so if the patients are happy, who am I to quibble?
