Bob is a gigantic tool for disabling comments, but his point still stands. FO has freedom now that past fakeposters used to DREAM of, probably too much in fact! The moderation team we have right now is FANTASTIC. The only mods that people ever complained about never even really moderated much in the first place!
There are tools on both sides of the fence. There always has been, there always will be. Getting rid of either set of tools dramatically lowers the appeal of the board and basically turns it into just a generic internet forum.
If everyone was banned who you wanted banned, the forums would be about as exciting as your AIM buddy list. It would be like having two #f0s. We'd never get any new blood, and eventually the place would stagnate and die. You kids. You kids don't know how good you have it!
