I Am Being Legally Forbidden to Recycle

More accurately, as of December 2, if I attempt to use the city of Somerville recycling program at my residence, I will be fined. The city of Somerville is switching to a single-stream recycling program, using new mandatory bins. Buildings of 7 or more are being charged, and my building is refusing to pay. Therefore, the city will fine anyone attempting to recycle at my building. I believe that this may also make me ineligible to pick up one of the new recycling bins. Hypothetically, I could leave recycling at a neighbor's house, but I suspect that would be illegal too (since it attempts to circumvent the City's payment system). I also may not choose to participate as an individual, apart from the building.

The building's defense is that their dumpster contract converts trash "into reusable energy." Seriously? Burning trash is not just as good as recycling.
