The text is a warning, while the subtext expresses the culprit's confidence that we can't use the letter to pinpoint his identity. This is a troubling development.

I don't know exactly... But if we can identify the victim, we can put a decent security detail on them this time. The only reason the attempt to protect Rise-chan failed was because the police only sent Adachi-san out, and he ended up leaving her all alone. If I hadn't been busy caring for my ailing grandfather, I would have made sure to shadow her every waking moment.
