AN APPEAL TO THE RESPONSIBLE PEOPLE: STOP NEW WORLD WAR!

General Assembly of the United Nations (hereinafter - UN), call to confirm its commitment to the fundamental documents of the United Nations on the prevention of multiple, impunity for military intervention of the United States of America (hereinafter - the United States) in the internal affairs of sovereign states.

Relying on Article 6 of the Nuremberg Statute, to VI and VII of the principles of international law (planning, preparation, participation, and participation in international - legal offenses)

Referring to Resolution 764 (1992) of 13 July 1992, in which the UN Security Council reaffirmed that all parties must respect their obligations under international humanitarian law and that those who violate or orders the rough violation of these obligations are individually responsible for such violations,

Referring to similar requirements of materials and the Statute of the International Tribunal for the Former Yugoslavia, adopted 25 May 1993 Resolution 827 of the Security Council of the United Nations, as amended on May 13, 1998 (Resolution 1166), 30 November 2000 (resolution 1329), May 17, 2002 (Resolution 1411) on August 14, 2002 (Resolution 1431), May 19, 2003 (Resolution 1481)

Taking into account the materials and conclusions Russell International Tribunal for war crimes in the South - East Asian Nations, to recognize the actions of participants and accomplices of proven international law of crimes committed on the territory of the following independent states arising under the Nuremberg Tribunal and subject to the jurisdiction of international law,

Expressing once again its grave alarm at continuing reports of widespread violations of international humanitarian law, which still take place in Afghanistan, Libya, Iraq, Syria and Ukraine, including reports of mass killings and the continuing practice of "ethnic cleansing",

Determining that the situation is a growing threat to international peace and security,

Determined to put an end to such crimes and to take effective measures to bring to justice those responsible for these crimes,

Convinced that the conditions of establishment and operation of the International Tribunal, it would achieve these goals and would contribute to the restoration and maintenance of peace in the world,

We call on the UN General Assembly decide:

1. to establish an international tribunal for the prosecution of US officials responsible for serious violations of international humanitarian law committed in the territory of the following independent states from 1945 to 2015;

2. requests the Secretary-General of the United Nations, to the Security Council for consideration, no later than 60 days after the adoption of this resolution, a report on all aspects of this matter, including specific proposals and, where appropriate, options for the effective and expeditious implementation of the decision, in paragraph 1,

3. decide to resume active consideration of this issue, starting from the date of the above-mentioned report of the Secretary-General UN.

The independent states, have suffered heavy human and material losses, presumably as a result of unlawful actions of US officials:

Japan. The atomic bombing of Hiroshima and Nagasaki, leading to the deaths of 166 000 people in Hiroshima and up to 80 000 people in Nagasaki. The number of deaths on August 31, 2013 increased to 449 000 people: 286 818 in Hiroshima and 162 083 in Nagasaki.

Vietnam. Military aggression resulted in the deaths of up to 1.1 million people, including 250 000 children, 750 000 children were injured and maimed. There is evidence the destruction of entire villages with all the locals.

Grenada. The invasion led to the death of self-defense forces personnel and civilians of Grenada in the amount of 70 people. More 417 injured.

Panama. The invasion led to the deaths of 314 citizens of this country.

Serbia, Bosnia, and Kosovo. Armed with the support of one of the parties to the conflict resulted in 80 000 dead and more than 900 000 refugees.

Afghanistan. The invasion and continuing up to the present time, the fighting led to the deaths of at least 59 013 people from the local civilian population.

Iraq. The invasion and occupation led to the deaths of 37 344 Iraqi soldiers and at least 126 166 civilians.

Syria. Material and technical support for armed anti-government forces, have led to death of at least 210 060 and over civilians 5 000 000 refugees.

Ukraine. With active external intervention of foreign nationals, including those with diplomatic status, there were riots, during which unidentified hitherto arrows - snipers killed 87 protesters. During the subsequent civil war that killed at least 6764 people and over 2.3 million people became refugees.

We call upon all like-minded countries in the world to put their signatures to this appeal and to stop the incitement of the US leaders of a new world war!
