Here's the AA Wiki. Personality: On the most basic level, Machi is a kind child, though very shy. This shyness may have stemmed from the fact that he is met in prison, in a country he's not familiar with, or it may just come from his home country. He has a devoted love of his mother, and is a bit of a mothers boy. To those he's not close to, though, he may be seen as cold, or even hateful. He tries to push those who will befriend him away -- because he's secretly scared of making new friends in the wake of having been sent to jail. What if they're also villianous?
Deeper down, however, Machi is a troubled person. He will lie to get out of any situation, and hides things from everybody. For example, he hid his knowledge of English from his 'mother', and only mentioned it when he was put under a lot of pressure. He's neither bad or good -- he wishes to do the right thing, but he's not quite sure what that is. In game, his conflict results in his jail-time, and all the trouble that Apollo and Trucy go though in-canon.
Machi isn't one to deal with his problems and speak out about them. It may be pride, or it may be trying to protect the few people he lets into his inner self. He may seem a little naive because of this, or maybe even a little idiotic. But he knows what he's doing with himself -- he knows more than he lets on.
As an aside, Machi doesn't speak much in canon. This stems from a combination of his shyness, and his lack of English skills. I've always imagined that he'd speak more if he was with somebody he were close to, and they were speaking the same language.
Strengths/Weaknesses:
Machi's strengths include...
Machi was a pianist in his old world -- this translates to a good ear for music in any other world. He'd know if any music was strange or odd. Also, he would be skilled with fine-motor skills, seeing how much he used his fingers playing that piano.
His dedication is second-to-none. If there's something he has to do, he'll do it, no matter what the cost. Seeing as he'd break the law and risk death to gather that sum of money he needed for some mysterious reason, I really believe he'd do anything if he believed in it strong enough.
Deep-down, Machi really is a good guy, though he's sometimes labelled as a bad guy. He only does the wrong thing when he has to, to benifit others.
As for his weaknesses...
Machi lived a strange life, both in Borginia and in the care of Lamiroir. He never really socialised outside of the few people he had to -- that was in part, his shyness taking over. As such, he's not good with talking to people, both strangers and people he knows. He sometimes lashes out with those strangers, or begins to ignore them. Not many people will try and get past that exterior, to his child-like interior.
Sometimes, Machi shows irrational fears. Fears of being caught for doing anything wrong -- and fears of being punished. This may stem from his odd upbringing, or it may stem from his kind-of childish outlook of the world.
Also, it has come up -- Machi is not used to saying some of the words which are acustomed to in Johto. For example, he called Pokemon Pokey-Mon, as well as calling Johto Joh-Toh. Just saying.

...Where... is Siren?
[Some people in Johto may have heard that voice before. Some may not have. But it had a tiny bit of panic in it -- as if the owner of the voice was missing something. Or someone. The video feed showed a familiar face, as well -- Machi Tobaye. His eyes were covered by his glasses, as per usual, and he was in his old outfit. Once more, he asked,] Where is Siren? Or... Gavin? Any of them.
[As he glanced around New Bark Town, it seemed to dawn on him what had happened. He'd reset. His hands trembling a little, he tried to hide his look of fear -- and managed to hide it pretty darn well. He gave the best blank, distant look he could to the 'gear, and said...]
I have returned, yes? Where are my Pokey-Mon?
[And as he went to turn off the 'gear, he mumbled something additional under his breath, regarding his small electrical Pokemon... Elekid.]
...Johto is still stupid. I do not want this electric Pokey-Mon. I want Siren.
Third Person Sample:
(This was written for the Christmas event a while back. I've slightly edited it, to get rid of the parts of the stuff not written by me, 'k?)
Machi hadn't performed like this before. Not outside, with the remnants of fallen snow around him. And not with a crowd like this around him. He was nervous, clearly. As he gently held his keytar, he looked from Lammy, to the crowd, to his Ursaring who had stepped in as a camera-Pokemon. No... there was no time to be nervous. He'd spent all his free time playing music -- he hadn't even trained his Pokemon recently. But this is what he wanted to do, wasn't it? Play in front of a crowd again.
"...W-welcome," he said, trying not to freeze up, "To our Christmas concert."
It was more than clear that he was nervous, having trouble bringing his voice above a slightly-loud whisper. It wasn't just nerves, however. He was also excited -- people had shown up. Real, living people. And he was sure more would be watching over the PokeGear. With a gulp, he continued.
"These songs. They are... special, yes. Like this instrument."
His instrument.
It couldn't play music any differently then the world he was stuck in. In a way, that reminded him of where he was, even if he was trying to tune out his real situation. He was stuck away from home, away from anybody he could have cared about. Oh, sure, some of them had come here. But it was different then back home. Here, they were all stuck on the same adventure, it wasn't like back there. Plus, he missed the most important person in the word.
But he couldn't let his thoughts get the better of him. Not now. This was the best he could do as a Christmas present to everybody.
"I... will be playing with Lammy. She is a friend. Yes," he said, giving a small nod to Lammy, "But I do not know if all of you know her. Lammy, do you wish to say anything?" he asked, smiling a little. It was clear his smile was genuine -- she was his musical buddy. Not just his musical buddy -- his buddy, fullstop. She was the sort of musician he wished to travel with, in a world like this. Sure, she was a bit jumpy sometimes. But he didn't care, honestly. People from his world seemed to be a little odd.
He waited for her to finish talking -- his head bowed a little in respect. And as she finished, he gave her a smile. He'd finally found somebody he'd trust.
"Thankyou," Machi said, before turning back to the crowd. "These songs... I shall start them, now. Siren. Record, now. For the net-work."
And so the music begun, Machi and Lammy both playing their instuments as if they'd just played them yesterday...
