Interestingly, I'd bet an effective ban on stilettos would probably benefit a lot more people in the long run - those who'd be better able to run away from danger, and those less likely to develop foot and back problems from wearing silly shoes. However if you banned the shoes, then you're removing 'privileges' from the victims of crime rather than the perpetrators.
That said, I'm not keen on the idea of a porn ban. In fact if they really want to point at some thing that promotes violence then booze is far more likely to be an offender than porn. Not that I'm suggesting a ban on booze either, but...
stilletoes could be banned under the motorcycle-helmet logic - society will not allow you to put yourself at risk of injury even if it doesn't endanger other people. And ££ could be saved by a reduction in bunion operations on the NHS.
I wouldn't object to the goverment trying to change the dress code of the City and the Civil Service, but not with a ban and a £2000 fine.
