Stocking up for hard times

"Food is most expensive during a famine, weapons most expensive in a time of war, freedom in a time of tyranny." Thus the best time to stock up is before there is a perceived need.

Obama has said, "Under my proposed system of Cap'n'Trade, energy prices would necessarily skyrocket." How the heck do you stock up on ENERGY/electricity while prices are cheap?

My best guess so far is to buy solar photo-voltaic panels with an associated battery system, with grid interties so you can sell express production back to the grid. Add small wind turbines if you have a lot of wind. That's not technically Energy, but it's all I got.
