Oooh, I really like Finnick's story of his Games!
The way I imagine Finnick within his Games is a lot like that - feeling like he was in control, sure that he'd be able to do it...

The idea about the two kinds of victors strikes a chord with me too.

I can't remember where (or maybe I just thought it, heh), but I think I had Mags say/think at some point in Your Own Kind that something along the lines of 'the Gamemakers don't pick the victor, but they may choose people to be losers.' By picking on them more with traps and what-not, I suppose. I agree that they wouldn't want to control everything even if they could.

Even considering the Capitol's view of the Games, I'm sure they would see it as "boring" if there were districts that never had winners, for instance.
