Now, to answer your question (which isn't at all stupid)... The distinction between topical and technical tropes is something we mostly made up so that we could include technical themes in our challenges.
Basically, a topical trope is something that focuses on elements of the plot or characteristics of the characters. In the challenge you linked the five upper tropes would be topical.
While TVTrope does have some technical tropes dealing with visual techniques the director might use to film a scene, (such as "spiking the camera" and "medium two shot"), most of them are tropes that could easily be used for topical themes yet were adapted to fit technical motives. For example: - "Crap Saccharine World" is a world that looks cute but is actually corrupted. In this case tinebrella used it for an icon that mixes rather extreme colouring for a beautiful result. - Beautiful Void is the sort of wasteland scenery/abandoned world setting were the main character is mostly alone in an abandoned, yet beautiful place. In the challenge it's an excuse to use loads of neutral space.
